वाषिर्क १७ अर्बको बिजुली किन्ने तयारी

काठमाडौं, नेपाल विद्युत प्राधिकरणले वर्षको १७ अर्ब रुपैयाँ तिर्ने गरी भारतसँग लामो समयका लागि बिजुली किन्ने तयारी गरेको छ । यसका लागि अन्तर्देशीय प्रसारण लाइन बनाउन भारतले कम्तीमा २५० मेगावाट बिजुली २५ वर्षसम्म लिनुपर्ने सर्त राखेको छ । तैपनि वाषिर्क आय १५ अर्ब रुपैयाँ भएको प्राधिकरणले यति धेरै रकम तिर्ने गरी विद्युत खरिद सम्झौता -पीपीए) गर्न लागेको हो । यो बिजुली किनेर ग्राहकलाई वितरण गरे वर्षको कम्तीमा १० अर्ब रुपैयाँ घाटा हुने प्राधिकरणका एक उच्च अधिकारीले बताए ।

ती अधिकारीका अनुसार भारतको पावर ट्रेडिङ कर्पाेरेसन -पीटीसी) ले न्यूनतम २ सय ५० मेगावाट चौबीसै घन्टा, २५ वर्षसम्म किन्नुपर्ने सर्त राखेको छ । यसरी चौबीसै घन्टा बिजुली लिँदा प्राधिकरणले मुस्किलले ४० देखि ४२ प्रतिशत मात्र खपत गर्न सक्छ । 'खपत नगरेको बिजुलीको पनि पैसा तिर्नुपर्छ,' उनले भने । पीटीसीले प्राधिकरणलाई प्रतियुनिट भारु साढे चार -७ रुपैयाँ २० पैसा) मा गरेको प्रस्ताव प्राधिकरण सञ्चालक समितिले स्वीकृत गरेको जानकारी स्रोतले दियो । यसमा चुहावट र प्राधिकरणको खर्चसमेत जोड्दा १० रुपैयाँ हुन्छ । जबकि प्राधिकरणको औसत बिक्रीदर ६ रुपैयाँ ७० पैसा छ ।

नेपालबाट उत्पादित बिजुली भारत पठाउन र यहाँ नभएका बेला उताबाट आयात गर्न पहिलो चरणमा ढल्केबर -नेपाल)-मुजपmफरपुर-भारत) ४४० केभी प्रसारण लाइन निर्माण गर्न दुई वर्षअघि सहमति भएको थियो । सहमतिअनुसार भारतको आईएल एन्ड एफएस र प्राधिकरण मिलेर छुट्टै कम्पनी खडा गरेका थिए । तर यो संरचनामा लगानी गर्न भारतीय वित्तीय कम्पनीहरूले विश्वास नगरेका कारण कम्तीमा २५० मेगावाटको पीपीए हुनुपर्ने, सावाँ र ब्याज प्राधिकरणले तिर्नुपर्ने लगायतका सर्तहरू राखिएको स्रोतले जानकारी दियो । प्रसारण लाइन बनाउने क्षेत्र नेपालतर्फ ४० र भारतर्फ एक सय किलोमिटर पर्छ । यसको लागत एक करोड अमेरिकी डलर छ । प्रसारण लाइन बनाउन भारत सरकारले नेपाललाई एक करोड ५० लाख अमेरिकी डलर ऋण दिएको हो । यसको वाषिर्क ब्याज एक दशमलव ७५ प्रतिशत छ । 'प्रसारण लाइनका लागि प्रस्तावित लगानी चार अर्ब रुपैयाँ र त्यसको ब्याज गरी अन्ततः १२ अर्ब रुपैयाँभन्दा बढी प्राधिकरणले तिर्नुपर्ने हुन्छ,' स्रोतले भन्यो, 'ऊ यो पनि तिर्न तयार भइसक्यो ।' उक्त लाइन निर्माण भइसकेपछि अन्य कम्पनीहरूले बिजुली प्रसार गरेबापत प्राप्त हुने शुल्क -हि्वलिङ चार्ज) भने प्राधिकरण र साझेदार कम्पनी आईएल एन्ड एफएसले आधा आधा पाउने सर्त छ । त्यति मात्र होइन, नेपालले लिएको बिजुलीको तीन महिनाको बिल बराबरको रकम एलसी खोलेर राख्नुपर्ने पीटीसीको अर्काे सर्त छ । बिल काटेको सात दिनभित्र भुक्तानी नभए जरिवाना लाग्ने छ । 'यी र यस्ता अन्य सर्तले प्रसारण लाइन आयोजना बनाउन ढिलाइ भइरहेको छ,' प्राधिकरणका ती अधिकारीले भने, 'उसले सुरुमै यी सर्तबारे केही भनेन ।'

आईएल एन्ड एफएस नेपालका प्रमुख कार्यकारी अधिकृत आनन्दकुमार झाले व्यापारिक तवरमा यो संरचना निर्माण हुन लागेको र सर्तहरू राखिएको नभई प्रक्रिया मात्र भएको बताए । प्रसारण लाइन निर्माणपछि भोलिका दिनमा प्राधिकरणले अन्य कम्पनीबाट पनि प्रसार शुल्क लिन सक्ने भएकाले उसलाई फाइदा पुग्न जाने झाले बताए । 'यी सर्त होइनन्,' उनले कान्तिपुरसित भने, 'व्यापारिक बैंकबाट ऋण लिँदा अपनाउनुपर्ने कार्यविधि र प्रक्रिया मात्र हुन् ।'

४२ मेगावाटको योजनामा कोरियालीसँग सम्झौता

काठमाडौं, जेठ १ - कोरियाली सरकारी कम्पनीले विद्युत् प्राधिकरणसँग मिलेर ४२ मेगावाटको माथिल्लो मोदी 'ए' आयोजना निर्माण गर्ने भएको छ । नेपालको जलविद्युत् आयोजना निर्माण, प्रसारण र वितरण इच्छुक कोरियन इलेक्टि्रसिटी एन्ड पावर कम्पनी (केपको) र प्राधिकरणबीच छिट्टै विद्युत् खरिद सम्झौता (पीपीए) हुने भएको छ । उत्पादित बिजुली प्राधिकरणले खरिद गर्नेछ ।

केपको कोरियामा ६० हजार मेगावाट विद्युत् शक्तिको उत्पादन, प्रसारण र वितरण गर्ने सरकारी निकाय हो । तत्कालीन जलस्रोत राज्यमन्त्री ज्ञानेन्द्रबहादुर कार्कीले दक्षिण कोरियाको औपचारिक भ्रमण गरेपछि दुई देशबीच जलविद्यत् क्षेत्रमा सहकार्यका लागि ढोका खुलेको हो ।

प्राधिकरणका कार्यकारी निर्देशक उत्तरकुमार श्रेष्ठका अनुसार माथिल्लो मोदी 'ए' मा प्राधिकरणको ३० प्रतिशत सेयर हुनेछ, बाँकी केपको लगानी गर्ने योजना छ । प्राधिकरण आफैंले अध्ययन तथा पहिचान गरेको यो आयोजनामा हालसम्म भएका खर्चलाई आधार मानी त्यसअनुसार लगानी छुट्याइनेछ ।

प्राधिकरण र केपकोबीच २०६४ सालमा आयोजना निर्माण, प्रसारण तथा वितरणका क्षेत्रमा सहकार्य गर्ने सम्झौता भएको थियो । सम्झौताअनुसार प्राधिकरणले केपकोलाई अध्ययन भएको आयोजना दिने र संयुक्त लगानीमा निर्माण गर्ने सहमति भएको थियो । 'त्यही सहमतिअनुसार माथिल्लो मोदी 'ए' छानिएको हो,' श्रेष्ठले बिहीबार कान्तिपुरसित भने । आयोजना निर्माणको महत्त्वपूर्ण प्रक्रिया मानिएको विद्युत् खरिद सम्झौता दरसम्बन्धी प्राधिकरण र केपकोबीच छलफल भइरहेको श्रेष्ठले जानकारी दिए । केपकोले लागतमा आधारित पीपीए दरमा सम्झौता गर्न चाहेको छ । लागतअनुसार केपकोले प्रतियुनिट बिजुली ७ अमेरिकी सेन्ट (हालको मूल्यमा ५ रुपैयाँ ६० पैसा) भन्दा माथि प्रस्ताव गरेको छ ।

श्रेष्ठका अनुसार केपकोले प्रस्ताव गरेको मूल्य प्राधिकरणले स्वीकार गरेको छैन । प्राधिकरणले मोदीको बिजुली दर ६ अमेरिकी सेन्ट वा काबेलीलाई दिएको रेटमा हुनुपर्ने अडान राख्दै आएको छ । विश्व बैंकको ऋण सहयोगमा निर्माण हुन लागेको ३० मेगावाटको काबेलीका लागि प्राधिकरणले प्रतियुनिट ६ दशमलव ४ अमेरिकी सेन्टमा खरिद गर्ने निर्णय गरिसकेको छ । 'हामीले पनि काबेलीकै हाराहारीमा पीपीए गर्न चाहेका हौं,' श्रेष्ठले भने, 'छलफलकै क्रममा छौं, निक्र्याैल गर्न बाँकी छ ।

प्राधिकरण आफैंले अध्ययन गरेर निर्माण सूचीमा राखेको माथिल्लो मोदी कास्कीको चर्चित पर्यटकीय स्थल घान्द्रुक जाने बाटोमा पर्छ । यो आयोजनाको अनुमानित लागत १० करोड अमेरिकी डलर (हालको मूल्यमा झन्डै आठ अर्ब रुपैयाँ) छ ।

सुरु अनुमानित लागत समीक्षा गरी नयाँ लागत पत्ता लगाउन प्राधिकरणले एक समिति गठन गरेको पनि श्रेष्ठले बताए । उक्त समितिले आयोजनाको कुल लागत र त्यसअनुसार पीपीए दर तय गर्नेछ ।

केपकोले माथिल्लो मोदी निर्माण गरे नेपालमा कोरियन सरकारको सहयोगमा बन्ने यो दोस्रो आयोजना हुनेछ । यसअघि कोरिया सरकारले प्राधिकरणले निर्माण गर्न लागेको ३० मेगावाटको चमेलिया जलविद्युत् आयोजनाको इलेक्ट्रो- मेकानिकल संरचनालाई चार करोड ५० लाख अमेरिकी डलर बराबरको नरम ऋण दिन सहमत भइसकेको छ ।

Local bodies, FNCCI join hands for hydro projects

KATHMANDU, May 13: Representatives of local bodies and private sector on Wednesday signed a letter of understanding to jointly promote small and medium-scale hydropower projects in rural areas.

Representatives of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI), Federation of District Development Committee, Nepal (FDDCN), Municipalities´ Association of Nepal (MuAN) and National Federation of Village Development Committees (Nepal) have agreed to join hands for the purpose.

FNCCI chairman Kush Kumar Joshi and FDDCN chairman Rishi Raj Lumsali signed the agreement.

“In the beginning, electricity will be generated in 45 hilly districts and at least 300 villages will be electrified,” said the letter of understanding. They will promote hydropower projects generating at least one to five megawatts of electricity in each district.

Hydro Solutions Private Limited and other companies will study technical sides of potential projects and submit proposals within a month.

Speaking at the function, Joshi demanded that the government entrust local bodies with an authority to issue survey and generation licenses for hydropower projects generating upto 10 MW energy.

“Technology and other expertise needed to promote hydropower projects up to 1 MW is available in our own country,” Joshi said, adding, “We have no problem to make financial arrangement for small and medium-size hydro projects either because funds with VDCs, DDCs and other bodies have remained idle or they are being invested in unproductive sectors.”

Joshi also said that enough money from remittance, soft loans and other sources can be invested in a lucrative sector like hydro projects.

After returning from Norway during Prime Minister Pushpa Kamal Dahal´s visit, private sector delegates had said that such projects were in the pipeline under Norwegian support.

Dams in foothills can ease power crunch: Experts

KATHMANDU, May 14: Senior government officials and noted experts have come up with an idea that can be instrumental in tackling the country´s acute power shortage relatively cheaply and fast.

Huge volumes of water can be stored during the monsoon season with dams built in open and flat areas in the foothills of the high Himalayas, with the water to be used during the dry season by hydro-power projects located in the lower regions.

Experts argue that this idea can be an appropriate answer to Nepal´s electricity demand. The country faces acute power shortage mainly in the dry season as all the hydro-power projects except Kulekhani are built on the run-of-river model.

With the help of such storage, even the existing run-of-river projects can perform like storage projects to some extent, the experts believe.

“By constructing a dam in the Jomsom area in Mustang district, we can store a large volume of water during the monsoon season,” said Sheetal Babu Regmee, joint secretary at the Ministry of Water Resources. “Once we release water from the storage, Kaligandaki-A, the largest hydro project in operation in the country, can significantly increase its generation capacity in the dry season also.”
Electricity generation at Kaligandaki-A, which has a 144-MW installed capacity, goes down at times to about 40 MW during the dry season due to receding water levels in snow-fed rivers.

Building a storage dam in the Jomsom area has multiple benefits for Nepal, argues Regmee. “Not only Kaligandaki-A, but other projects to be built along the Kaligandaki corridor can use the same water to enhance their generation capacity,” he said.

Different hydro-power promoters have acquired licenses for various projects along the Kaligandaki, and they have about 1,000-MW generation capacity altogether.

Similar storage dams can be built in the upper part of the Marsyangdi River. Two major run-of-river model hydro projects - 69 MW Marsyangdi and 70-MW Mid-Marsyangdi - are in operation on the river. A single storage project can help optimize the generation capacity at these and other new projects in the dry season, Regmee said.

He added that the Budhigandaki is another river where such storage dams can be feasible.

Regmee is not alone in believing in such an approach.
Kumar Pandey, Chief Technology Officer at Hydro Solutions Pvt. Ltd., said that building storage projects should be given priority in the Kaligandaki.

“Because access by road is available in various regions through which the Kaligandaki flows,” Pandey, who has conducted a study on the possibility of such storage dams in the region, argued, “the projects on the river would be located in the middle part of the country which balances out the power supply system in the national grid.”

The regulated water flow from storage dams can be used to enhance the capacity of different projects in the lower parts of the river on a cascade model, something which is not possible if such storage dams are built in the plains. The regulated water run from storage projects in the Tarai districts goes directly into Indian territory, the experts pointed out.

Different institutions have identified several locations with huge swathes of plain and open area suitable for the construction of storage dams. However, no one has conducted a detailed study of such locations. Experts suggested detailed geological and other studies to identify any risks or problems in building such projects in the region.

The Water and Energy Commission (WEC) under the Ministry of Water Resources identified such projects and had put forth this idea to the authorities concerned and stakeholders some four years ago, according to Regmee.

Building storage projects in the hills is feasible because such areas would not be densely populated and eventual resettlement costs would be significantly lower in comparison to the Tarai plains.

The idea is widely practised in other countries and has become common in China, according to Pandey.

“The idea has been broadly discussed among engineers and other experts and they have taken it positively but we have not fully succeeded in convincing the policy makers so far,” he said.

Pandey points out the immediate need of a river basin management policy to regulate projects dependent on a single storage dam and other related issues.

The cost and time factors in constructing storage dams would be significantly lower compared to building a complete storage-type hydro-power project, the experts said.

तीनसय गाउँ झलमल पार्ने गरी साना जलविद्युत्को योजना

काठमाडौँ, वैशाख ३० गते । स्थानीय सरोकारवालाको सहभागितामा साना तथा मझौला जलविद्युत् आयोजना निर्माणका लागि नेपाल उद्योग वाणिज्य महासङ्घ र स्थानीय निकायका विभिन्न महासङ्घबीच बुधबार राजधानीमा आयोजित कार्यक्रममा एक समझदारी पत्रमा हस्ताक्षर भएको छ ।

जलविद्युत्को विकासका लागि पहिलो पटक स्थानीय निकायका महासङ्घसँग नेपाल उद्योग वाणिज्य महासङ्घले सहमति गरेको हो । जिल्ल्ाा विकास समिति महासङ्घ नेपाल नगरपालिका महासङ्घ र गाउँ विकास समिति महासङ्घसँग उद्योग वाणिज्य महासङ्घले स्थानीय तहमा जलविद्युत् विकासका लागि विभिन्न छ बुँदासहितको सहमतिपत्रमा हस्ताक्षर भएको हो । मुलुकमा देखिएको ऊर्जा सङ्कटलाई समाधान गर्न आयोजना निर्माण गर्ने सम्भावना भएका जिल्लामा स्थानीय निकायका सहयोग र सहमतिमा उद्यमी, व्यापारीहरूले लगानी गर्ने ढोका खुलेको छ ।

सरकारद्वारा हालै गठित नेपालको जलविद्युत् विकाससम्बन्धी कार्यदलले तयार पारेको प्रतिवेदनमा पनि सरकारले जलविद्युत् विकासका लागि निजी साझेदारी अवधारणा अनुरुप काम गर्नुपर्ने उल्लेख गरेको थियो । बुधबार भएको सहमतिपत्रमा क्षेत्रीय सन्तुलन एवम् प्रतिनिधित्व समेतको आधारमा लघु जलविद्युत् विकास कार्यको प्रवर्द्धन गर्ने, जलविद्युत् आयोजना सञ्चालनमा आउने बाधा अड्चन र असहजतालाई स्थानीय निकायले सहजकर्ताको भूमिका खेल्ने, नयाँ आयोजनाको सम्भ्ााव्यता अध्ययन, निर्माण र विस्तार कार्यका लागि बहस, पैरवी गर्ने उल्लेख गरिएको छ ।

आयोजना सञ्चालन गर्नमा समन्वयकारी भूमिका खेल्ने, आयोजनाको विस्तार एवम् विकासको कार्यमा मध्यस्थता गर्ने र स्थानीय बासिन्दा र सङ्घ/संस्थालाई समेत आयोजनामा लगानी गर्न प्रोत्साहन गर्ने समझदारी पत्रमा उल्लेख गरिएको छ । समझदारी पत्रमा हस्ताक्षर कार्यक्रममा नेपाल उद्योग वाणिज्य महासङ्घका अध्यक्ष कुशकुमार जोशीले डेढ वर्षभित्र विभिन्न ४५ जिल्लामा डेढ सय मेगावाट बिजुली उत्पादन गर्ने लक्ष्य लिइएको बताउनुभयो । ग्रामीण क्षेत्रमा उद्यमशिलता सिर्जना गर्न, स्थानीयस्तरको स्रोतको अधिकतम उपयोग गरी गाउँको मुहार फेर्न यो अभियानमा जुटेका हौं । यस अभियानमा स्थ्ाानीय निकायले सहयोग गर्ने प्रतिवद्धताले जनाएपछि निजी क्षेत्र लघु जलविद्युत्मा लगानी लगाउन तयार छ, महासङ्घका अध्यक्ष जोशीले भन्नुभयो ।

लगानीको अवसर नपाउँदा उद्यमी, व्यवसायीको घर, जग्गामा ठूलो धनराशि फसेको धारणा प्रस्तुत गर्दै अध्यक्ष जोशीले भन्नुभयो- दुई वर्षमा साना जलविद्युत् आयोजनामा २१ अर्ब रुपियाँ लगानी लगाउन निजी क्षेत्र तयार छ । त्यसका लागि सरकारले उचित वातावरण निर्माण गरिदिनुपर्छ ।

उहाँका अनुसार निकट भविष्यमा देशका विभिन्न १० वटा जिल्लामा साना तथा मझौला जलबिद्युत् आयोजनाको सञ्चालनका लागि समझदारी पत्रमा हस्ताक्षर भए अनुरुप नै कामको थालनी गरिने भएको छ । समझदारी पत्रमा विशेषगरी पहाडी भेगका ४५ जिल्लामा एकदेखि पाँच मेगावाटसम्मका जलविद्युत् आयोजना सञ्चालन गरी कम्तिमा तीनसय गाउँमा विद्युत् आपूर्ति गर्न सकिने उल्लेख गरिएको छ । हालै सरकारले साना जलविद्युत् आयोजनाको लागि वातावरणीय प्रभाव मूल्याङ्कन गर्न नपर्ने भन्ने ल्याएको नीति स्वागतयोग्य भएको उल्लेख गर्दै जिल्ला विकास महासङ्घका अध्यक्ष ऋषिराज लुम्सालीले साना जलविद्युत् आयोजनाको अनुमति पत्र दिने अधिकार पनि स्थानीय निकायलाई दिनुपर्ने बताउनुभयो ।

स्थानीय बासिन्दाहरूलाई लाभको हिस्सेदार बनाउन नसकेका कारण विगतमा जलविद्युत् आयोजनामा बिरोधका आवाज सुनिन थालेको बताउँदै अध्यक्ष लुम्शालीले स्रोतका मालिक स्थानीय बासिन्दाको प्रत्यक्ष सहभागितामा स्थ्ाानीय निकायले समन्वय एवम् सहयोगीको भूमिका खेलेर ग्रामीण विद्युत् विकास गर्न सकिने उहाँले जोड दिनुभयो । अबको लगानी जलविद्युत् क्षेत्रमा गरिनुपर्छ । तब मात्र नयाँ नेपाल निर्माण गर्न सकिन्छ, अध्यक्ष लुम्शालीले भन्नुभयो ।

एक महिना अघि जिल्ला विकास महासङ्घको आयेजनामा जलविद्युत् राष्ट्रिय सम्मेलन गरी स्थानीय निकाय र निजी क्षेत्रको सहभागितामा जलविद्युत्को विकास गर्ने विषयमा ललितपुर घोषणापत्र जारी गरिएको थियो ।

काठमाडौं, ऊर्जा संकट समाधान गर्न निजी क्षेत्रले ग्रामीण लघुु जल विद्युुत् आयोजना सुुरु गर्ने भएको छ । यसबाट डेढ वर्षभित्र १ सय ५० मेगावाट विद्युुत् उत्पादन गर्ने लक्ष्य रहेको उद्योग वाणिज्य महासंघमा बुुधबार आयोजित पत्रकार सम्मेलनमा जानकारी दिइयो ।

डेढ वर्षभित्र ४५ पहाडी जिल्लामा सम्भावना हेरेर १ देखि ५ मेगावाटसम्म विद्युुत् उत्पादन गर्ने घोषणा पनि कार्यक्रममा गरिएको थियो । महासंघ, जिल्ला विकास समिति महासंघ, नगरपालिका संघ र गाउँ विकास समिति राष्ट्रिय महासंघको सहकार्यमा आयोजना थालिनेछन् । आयोजना निर्माणका यी निकायले एक सम्झौतापत्रमा हस्ताक्षर गरेका छन् ।

लक्ष्यअनुुसार छानिएका जिल्लाका ३ सय गाविसमा प्रारम्भिक सम्भाव्यताका आधारमा पाँच मेगावाटसम्मको विद्युुत् आयोजनाका काम थालिने नेपाल उद्योग वाणिज्य महासंघका अध्यक्ष कुुश कुुमार जोशीले बताए । 'जसअनुुसार हामीले डेढ वर्षमा १ सय ५० मेगावाट विद्युुत् उत्पादन गर्नसक्छौं,' उनले भने ।

पैंतालीस जिल्लामध्ये एक दर्जनबाट लगानीकर्ताले आयोजनाका लागि प्रस्तावनापत्र समेत पठाइसकेको उनले जानकारी दिए । ताप्लेजुुङ, पाँचथर, खोटाङ, संखुुवासभा, तेह्रथुुम, म्याग्दी, बाग्लुुङ, लम्जुुङ, गोर्खा, रोल्पा, मकवानपुुर, धादिङ र नुुवाकोटका लगानीकर्ताले प्रस्तावनापत्र पठाएका हुुन् । 'ठूला योजना पूरा हुुन समय लाग्छ,' जोशीले भने, 'ऊर्जा संकटले धराशायी हुुने उद्योग जोगाउन पनि ग्रामीण लघुु विद्युुत् आयोजना जरुरी भएको हो ।'

करिब २१ अर्ब लागत अनुुमान गरिएको आयोजनाले सरकारलाई नैतिक दबाब सिर्जना गर्ने सरोकारवालाहरूको दाबी छ । '२०४९ को विद्युुत् ऐनअनुुसार विद्युुत् आपूर्ति गर्ने दायित्व निजी क्षेत्रको पनि हो,' जिल्ला विकास समिति महासंघका अध्यक्ष ऋषिराज लुुम्सालीले भने, 'अरूले गर्ला भनेर बस्ने बेला छैन ।'

उनले एक महिनाभित्र आयोजनाको प्राविधिक प्रस्तावना तयार भएपछि लगानीकर्ताको परियोजनापत्र छनोट गरी काम सुुरु गरिने जानकारी दिए । आयोजनाको प्राविधिक पक्षबारे अध्ययनका लागि हाइड्रो सोलुुसन्स प्रा लिलगायत अन्य संघसंस्थाको सहयोग लिइने कार्यक्रममा जानकारी दिइयो ।

आयोजनाले ग्रामीण विकासलाई सघाएर स्थानीय अर्थोपार्जनका लागि अवसर तयार पानर्ुुका साथै प्रविधि र उपकरणका उद्योगको विस्तारमा सघाउने जोशीले बताए । 'एक मेगावाटसम्म चाहिने उपकरण, प्रविधि नेपालमै पाइन्छ,' उनले थपे, 'आयोजना थालनीपछि यस्ता उद्योग अझ फस्टाउनेछन् ।'

क्षेत्रीय सन्तुुलन र प्रतिनिधित्वको आधारमा लघुु जलविद्युुत् विकास कार्यको प्रवर्द्धन गर्ने, निर्माणमा सहजकर्ताको भूमिका निर्वाह गर्ने, आयोजना निर्माण तथा विस्तार कार्यको पैरवी गर्ने, सञ्चालन/अध्ययनको समन्वय गर्ने र स्थानीय जनता, संघसंस्थालाई आयोजनामा लगानीका लागि प्रोत्साहित गर्नेलगायत विषयमा सम्झौता भएको हो ।

मध्यमस्र्याङ्दीको १० अर्ब शंकास्पद

काठमाडौ, सार्वजनिक लेखासमितिले मध्यमस्र्याङदी जलविद्युत् परियोजना निर्माण क्रममा भएको १० अर्ब रुपैयाँ खर्चलाई शंकाको घेरामा राखेको छ । समितिले पहिलो चरणको अनुसन्धानबाट आयोजनाको भेरिएसन -थपघट खर्चमा) भुक्तान भएको दस अर्ब रुपैयाँको औचित्य पुष्टि हुन नसकेको ठहर गरेको हो । आयोजनामा अहिलेसम्म साढे २६ अर्ब रुपैयाँ खर्च भइसकेको छ । ठूलो परिमाणको रकम हिनामिना हुनसक्ने प्रारम्भिक निचोड समितिको छ । 'भेरिएसन सामान्य देखिँदैन,' आयोजना अध्ययन कार्यदलका संयोजक सभासद प्रकाशचन्द्र लोहनीले शनिबार कान्तिपुरसित भने, 'किन असामान्य हिसाबले खर्च बढ्यो भनेर विस्तृत अध्ययन गर्दैछौं । आयोजनामा पहिले लागत गरेभन्दा १० अर्ब रुपैयाँ बढी खर्च भएको छ । 'त्यसको औचित्यमा समिति सन्तुष्ट हुन सकेन,' समितिका सचिव सोमबहादुर थापाले भने, 'पूरै दश अर्ब रुपैयाँ खर्च शंकाको घेरामा छ, एक लाख भनेको ठाउँमा १० लाख रुपैयाँसम्म भुक्तान गरेको तथ्य भेटिएका छन् ।'

समितिले जलस्रोत मन्त्रालय र आयोजनाबाट कागजात मगाएर पहिलो चरणको छानबिन गरेको थियो । पाँचौं पटकको छलफलपछि समितिले चार दिनअघि प्रारम्भिक प्रतिवेदन तयार पारेको हो । पर्याप्त डिजाइनबिना परियोजना सुरु गरिनु, परामर्शदाताले मागे र सिफारिस गरेजति रकम औचित्य पुष्टि नै नगरी धमाधम भुक्तान दिनु, लागतभन्दा बढी खर्च दिँदा जिम्मेवार नबन्नु लगायतले ठूलो रकम हिनामिना भएको हुन सक्ने निष्कर्ष समितिले निकालेको हो । 'मासिक भुक्तानी दिएपछि परामर्शदातालाई पुनः क्षतिपूर्ति रकम दिएको पाइएको छ,' सचिव थापाले समितिको प्रारम्भिक अध्ययनको निष्कर्ष सुनाउँदै कान्तिपुरसित भने, 'बढी खर्च के कारणले भयो यसैमा हामीले विशेष चासो दिएका हौं ।'

उनका अनुसार सवारी खर्चमा मासिक भुक्तान दिएपछि ठेकेदारको मागबमोजिम पुनः बन्द हडताल शीर्षकमा क्षतिपूर्ति रकम उपलब्ध गराइएको छ । 'यस्तो खर्च जसरी पनि असुल गर्नुपर्छ भन्ने समितिको ठम्याइ छ,' थापाले भने । समितिको अध्ययनअनुसार नदी डाइभर्सन, परामर्शदाताकै भेरिएसन, निर्माण कार्य, सिमेन्ट, सवारी ढुवानी लगायतमा लागतभन्दा दोब्बर खर्च भएको हो । आयोजना सुरुमा करिब ६२ मेगावाट क्षमताको भनेर सुरु गरिएको थियो । पछि क्षमता बढाएर ७२ मेगावाट पुर्‍याइयो ।

सरकार, विद्युत् प्राधिकरण र जर्मनीको केएफडब्लूको संयुक्त आर्थिक सम्झौताअनुसार आयोजना सुरु भएको थियो । त्यसको चार वर्षपछि निर्माण कार्य बढाउने ठेक्का दिइएको थियो । 'सन् २००८ सम्ममा सकाउने भने पनि आयोजनाको काम अझै पूर्ण सम्पन्न नभएको पाएका छौं,' थापाले भने, '७२ मेगावाट भनेकामा ४० मेगावाट मात्र उत्पादन भएको छ ।'

आयोजनाले पूरै क्षमता उत्पादन भएको जानकारी समितिमा दिएको थियो । तर दाबी गरिएजस्तो पूरै क्षमता उत्पादन नभएको समितिको भनाइ छ । आयोजनाले २८ अर्ब खर्च भएको बताए पनि प्राप्त तथ्यबाट साढे २६ अर्बमात्र भुक्तान भएको समितिले पत्ता लगाएको छ । उसका अनुसार आयोजनाको काममा अझै ५ अर्ब रुपैयाँ भुक्तान गर्न बाँकी रहेको पाइएको छ ।

आयोजना सम्बद्ध पदाधिकारीले अन्तर्राष्ट्रिय मुद्रामा आएको परिवर्तन, बन्द हडताललगायत कारणले लागतभन्दा बढी खर्च भएको समितिलाई बताएका छन् । समितिले भने परामर्शदाताले दाबी गरेजति रकम दिंँदा हिनामिना भएको निचोड निकाल्दै यसमा संलग्न मन्त्रीहरूसहित दर्जनौं अधिकारीमाथि छानबिन बढाएको छ । 'यसमा संलग्न पूर्व र वर्तमान जलस्रोत मन्त्रीसहित आयोजना सम्बद्ध दर्जनौं अधिकारीसँग बयान लिने तयारीमा छौं,' सचिव थापाले भने, 'गम्भीर प्रकृतिको विषय भएकाले अझै गहिराइमा पुग्ने प्रयासमा छौं ।' शाहीकालीन मन्त्रिपरिषद् उपाध्यक्ष एवं जलस्रोतमन्त्री तुलसी गिरीसहित हालैका मन्त्री विष्णु पौडेल लगायतसँग समितिले छानबिन सुरु गरेको छ । पूर्वजलस्रोत मन्त्रीहरू दीपक ज्ञवाली, ज्ञानेन्द्र कार्की, विजय गच्छदार लगायतसँग सोधपुछ गर्ने तयारी भइरहेको समितिले जानकारी दिएको छ । जलस्रोत सचिवहरू, आयोजना बोर्डका सदस्य, कार्यकारी निर्देशक, आयोजना व्यवस्थापक, प्रमुख, उच्च अधिकारी, प्राधिकरण उच्च पदाधिकारी लगायतमाथि छानबिन सुरु भएको छ ।

Bill proposes seven-year tax holiday for hydro projects

KATHMANDU, May 2: The Ministry of Water Resources (MoWR) has proposed the government to give tax holiday for seven years for hydropower promoters. The ministry has also recommended to the government to give 50 percent tax exemption to the hydropower producers for another three years.

The ministry has recently registered a bill to this effect in the parliament. Once the House passes the bill, it will be enforced as an act. However, independent power producers from the private sector are not satisfied with the government offer. They have demanded that the government provide total tax exemption for at least 10 years with effect from the date a project starts commercial generation.

The Electricity Act-1992 had a provision of 15 years of tax holiday for hydropower producers. The provision was later annulled through a financial bill.

The independent producers have argued that they should be given tax exemption for at least 10 years as the promoters get no return during the construction phase and have to continuously pay bank interests for seven to 15 years.

The Independent Power Producers´ Association, Nepal (IPPAN), on Wednesday submitted a list of their demands and recommendations to the ministry, according to Executive Director of IPPAN Pradeep Gangol.

"We have filed a list of our recommendations to the ministry, requesting the government to make amendments to the bill and introduce an investment-friendly policy through the upcoming budget," Gangol told myrepublica.com.

He argued that the government should be ready to provide tax holiday for at least 10 years, if it wanted to attain its target of producing 10,000 MW of hydropower in 10 years.

The bill proposes that the tax holiday will be effective only until 2019 April. But the promoters urged the government not to impose the time limit.

The investors have urged the government to ensure that they faced no hindrances from other acts and authorities like finance, industry, commerce, forest and environment.

"We proposed this to maintain policy consistency for at least 10 years, which is essential to attract domestic as well as foreign investment to the sector," Gangol said.
The investors have also demanded exemption on excise duty and local development tax, among other duties and charges, arguing that these were additional burdens for the promoters who already bear geological, hydrological and other risks to start a project.

Total VAT exemption in purchasing equipment, spare parts and other construction materials including cement, rods, fuel, lubricants, copper, aluminum etc is another demand of the promoters. They have asked the government to charge only one percent of customs charge. "Investors will not come to Nepal if we cannot ensure these things," Gangol said.

The government while unveiling the budget for current fiscal year had announced VAT exemption in purchasing equipment and other goods for electromechanical portion of a hydropower project.

The promoters have also objected to the proposed provision that says a project´s license holders should provide bonus to its employees and workers at a tune of two percent of the project´s taxable income each year.

"Larger projects will have to spend a big amount if this provision is not scrapped. It is impractical in case of larger projects," said an investor.

Likewise, the producers have strongly objected to a new provision on capacity royalty in the bill. "A provision about capacity royalty has increased the charges extraordinarily," the investor said.

A 15-megawatt hydro-project promoter has to pay about Rs 247 million as capacity royalty as per the existing act while it will go up to Rs 1.04 billion once the proposed bill comes into effect.

This provision will hit mainly small-scale hydro-projects hard and eventually domestic as well as international investors will shy away from investing money in the sector, argued another producer.

Likewise, they have suggested the government to "directly or indirectly prohibit foreign investment in small projects generating up to five MW so as to encourage domestic promoters in such ventures."

NEA, KHNP sign agreement on Chameliya

KATHMANDU, May 1: Nepal Electricity Authority (NEA) has finally awarded the contract of electro-mechanical and transmission line lot of 30 MW Chameliya Hydroelectric Project (CHP) in Darchula district to Korea Hydro and Nuclear Power (KHNP).

The contract also includes installation of 132-KV transmission lines to link with the national grid. The line will be 131 kilometers long.

A representative of the South Korea-based KHNP, and CHP Project Manager Keshav Raj Bhatta, signed the agreement amid a function at NEA head office on Thursday, NEA Spokesperson Danda Pani Basyal told myrepublica.com.

The NEA board meeting on April 23 had decided to award the contract worth Rs 3.8 billion for the electro-mechanical, hydro-mechanical and 132 KV transmission line construction work to the Korean company.

The deal was under controversy for months as KHNP was the single bidder for the contract. Another South Korea-based company Samsung C&T Corporation had earlier sent a proposal to the government of Nepal expressing its willingness to work at a lower cost. But the company backed down from the project in the first week of February saying that its proposal sent to the government of Nepal was based on wrong understanding, analysis and estimation.

“The contract was awarded to the company as per a provision of Public Procurement Act that says if any proposal is convincing it cannot be cancelled even if there is a single bidder,” Basyal said.

China Gezhouba Group Corporation (CGGC) started main civil works of the project from January 2007. The project completion deadline is 2011-12.

The total estimated cost of the entire project is US$ 99.9 million. The South Korean government under the Economic Development Cooperation Fund, a joint mechanism, provided US$ 45 million as “soft loan” to Nepal to commission the project. The two governments had also agreed to appoint a Korean firm as the main contractor for the project.
